Charter of the United Nations: Chapter VII: Action with Respect to Threats to the Peace, Breaches of the Peace and Acts of Agression

Article 41

The Security Council may decide what measures not involving the use of armed force are to be employed to give effect to its decisions, and it may call upon the Members of the United Nations to apply such measures. These may include complete or partial interruption of economic relations and of rail, sea, air, postal, telegraphic, radio, and other means of communication, and the severance of diplomatic relations.

Article 42

Should the Security Council consider that measures provided for in Article 41 would be inadequate or have proved to be inadequate, it may take such action by air, sea, or land forces as may be necessary to maintain or restore international peace and security. Such action may include demonstrations, blockade, and other operations by air, sea, or land forces of Members of the United Nations.

BBC News uses 'Iraq photo to illustrate Syrian massacre' - Telegraph

Photographer Marco di Lauro said he nearly "fell off his chair" when he saw the image being used, and said he was "astonished" at the failure of the corporation to check their sources.

The picture, which was actually taken on March 27, 2003, shows a young Iraqi child jumping over dozens of white body bags containing skeletons found in a desert south of Baghdad.

It was posted on the BBC news website today under the heading "Syria massacre in Houla condemned as outrage grows".

Speaking to the Guardian, the young survivor said government troops arrived in his district at around 3am on Saturday, several hours after shells started falling on Houla.

"They came in armoured vehicles and there were some tanks," said the boy. "They shot five bullets through the door of our house. They said they wanted Aref and Shawki, my father and my brother. They then asked about my uncle, Abu Haidar. They also knew his name."

Shivering with fear, the boy stood towards the back of the entrance to his family home as gunmen then shot dead every family member in front of him.

"My mum yelled at them," said the boy. "She asked: 'What do you want from my husband and son?' A bald man with a beard shot her with a machine gun from the neck down. Then they killed my sister, Rasha, with the same gun. She was five years old. Then they shot my brother Nader in the head and in the back. I saw his soul leave his body in front of me.

"They shot at me, but the bullet passed me and I wasn't hit. I was shaking so much I thought they would notice me. I put blood on my face to make them think I'm dead."

As expected the record number of EUR shorts send the currency into the sky, but we expect it to come right back down once it is understood that Germany has yet to say anything on this plan.

The IMF chief Christine Lagarde was accused of hypocrisy yesterday after it emerged that she pays no income tax -- just days after blaming the Greeks for causing their financial peril by dodging their own bills.

The managing director of the International Monetary Fund is paid a salary of $467,940 (298,675), automatically increased every year according to inflation. On top of that she receives an allowance of $83,760 -- payable without "justification" -- and additional expenses for entertainment, making her total package worth more than the amount received by US President Barack Obama according to reports last night.

Unlike Mr Obama, however, she does not have to pay any tax on this substantial income because of her diplomatic status.

LaSharla Brown's son was 17 last summer when police charged him with breaking and entering after he and some friends were caught inside a Charlotte private school.

The teen was released from custody, but Charlotte-Mecklenburg police gave him an electronic monitor -- an ankle bracelet that requires daily charging and a curfew. Embarrassed, he covered it with a sock beneath his pants.

"I told him, 'This is what happens when you do things you're not supposed to do,'" Brown said.

Her son is among a growing number of suspects getting fitted with ankle monitors in Charlotte. Even though the monitors most commonly draw public attention when someone hacks one off and runs, CMPD's $35,000-a-month monitoring program has grown significantly since its start in 2007, and is being expanded to cover an array of crimes and suspects.

The UN Environmental Program (UNEP) will be promoted to "specialized agency" with a new title, UN Environment Organization (UNEO).

The UNEO will prop up the Sustainable Development division of the UN. The same agency that disseminates Agenda 21 policies to governments will be centralized into a global agency with powerful international backing.

As the unscientific assertions of a global environmental crisis, vanishing biodiversity and over-population become more "urgent" to the UN; the insertion of international governance is being covertly added into the mix as the answer to solve all problems worldwide.

Activist Post: Researchers Funded by Eugenicists Find a Gene to Render Men Infertile

Researchers at the MRC Centre for Reproductive Health at the University of Edinburgh are working hard to decipher a male contraceptive pill.

There appears to be a need to render men "voluntarily" infertile, as these scientists uncover the gene Katnal1, which is an imperative during the final stages of producing sperm.

According to the study:

The identification and characterization of this gene, will further our understanding of how male fertility is promoted, while also providing important information relevant to the development of male contraceptives.

The research, funded by the Medical Research Council (MRC), was based on altering the genetic code of mice to discover mutations which led to infertility.

The MRC is a corporation based out of the UK. After being commissioned by the UK government, the MRC became of corporation by decree of the Medical Research Committee and Advisory Council Act of 1919. They are directed by the Minister of Health, Secretary for Scotland and Chief Secretary for Ireland, which was responsible for funding the council.

They are governed by their executives that control scientific research through oversight and encourage findings of the MRC be applied in the public scientific industry.

IMF tells Ukraine to hike gas bills for households

The International Monetary fund has told Ukraine it must raise gas and heating prices for households if it is to regain access to a USD 15.6 bailout loan from the fund.

The government of President Viktor Yanukovych has been reluctant to make the unpopular move ahead of parliamentary elections in October. That led the IMF to freeze the bailout program last spring.

The head of the IMF mission to Ukraine, Chris Jarvis, notes Ukrainian families currently pay one-fifth of the import price for natural gas.

He told reporters on Monday that the Fund will resume talks only after "some actions from the government."

Ukraine is hoping to get a price discount for Russian natural gas, but talks with Moscow have been unsuccessful so far.

FDA Rules Corn Syrup Can't Change Its Name To Corn Sugar : The Salt : NPR

The Food and Drug Administration just ruled that the ubiquitous high fructose corn syrup that sweetens many of our candies, sodas and snacks cannot be called "corn sugar." But much like Arnold Schwarzenegger's Terminator character, they'll probably be baaack.

Way back in September 2010, the Corn Refiners Association petitioned the FDA to allow it to call HFCS corn sugar instead, arguing that consumers have a bad impression of HFCS because of its complicated name.

The FDA, which decides what food labels can say, ruled that consumers would be too confused by the name change.

Dear Ms. Erickson:

This letter responds to your citizen petition filed on September 14, 2010, as supplemented on July 29, 2011.-After careful review of your citizen petition and for the reasons described below, the Food and Drug Administration (FDA) is denying your petition in accordance with 21 CFR 10.30(e)(3).-

In your petition, you asked us to authorize "corn sugar" as an alternate common or usual name for high fructose corn syrup (HFCS).-Specifically, you requested that we amend (1) the generally recognized as safe (GRAS) affirmation regulation for HFCS (21 CFR 184.1866) to designate "corn sugar" as an optional name for HFCS; (2) the standard of identity for dextrose monohydrate (21 CFR 168.111) to eliminate "corn sugar" as an alternate name for dextrose; and (3) the GRAS affirmation regulation for corn sugar (21 CFR 184.1857) to replace all references to "corn sugar" with "dextrose.

As explained below, your petition does not provide sufficient grounds for the agency to authorize "corn sugar" as an alternate common or usual name for HFCS.--

First, you contend consumers are confused by the name "high fructose corn syrup" and that the proposed alternate name "corn sugar" more closely reflects consumer expectations and more accurately describes the basic nature of HFCS and its characterizing properties.-You base this on the following:-You state that HFCS and sugar are equivalent by every parameter of relevance to consumers, for example, that they have equivalent ratios of fructose and glucose and both are metabolized similarly in the body. Based on a consumer research study, you state that many consumers are confused by the name "high fructose corn syrup,"that consumers incorrectly believe that HFCS is significantly higher in calories, fructose, and sweetness than sugar, and that the term "corn sugar" more accurately reflects the properties of HFCS based on consumer ratings of this alternative name on these attributes compared to sugar.-You cite other evidence of consumer confusion regarding the characteristics of HFCS. -You also state that the name "corn sugar" as an alternate common or usual name for HFCS fully satisfies the criteria for common or usual names under 21 CFR 102.5(a) because "corn sugar" accurately reflects the source of the food (corn), identifies the basic nature of the food (a sugar), and discloses the food's function (a sweetener).--

However, FDA's regulatory approach for the nomenclature of sugar and syrups is that sugar is a solid, dried, and crystallized food; whereas syrup is an aqueous solution or liquid food. FDA's regulations permit the term "sugar" as part of the name for food that is solid, dried, and crystallized, specifically the standards of identity for dextrose monohydrate
